BELHYDROMET

On September 9, 2026, the 37th Session of the CIS Interstate Council for Hydrometeorology was held in the city of Cholpon-Ata, Kyrgyz Republic, under the auspices of the Commonwealth of Independent States.

The Republic of Belarus was represented at the meeting by the Head of Belhydromet, Siarhei Khilman, and the Head of the International Cooperation Department of the Ideological Work and International Cooperation Administration, Vladimir Kasyanenko.

The responsible organizer of the event in 2026 is the Hydrometeorological Service under the Ministry of Emergency Situations of the Kyrgyz Republic (Kyrgyzhydromet). For Kyrgyzhydromet, holding the 37th Session is of particular significance, since it is in this year that the hydrometeorological service marks the 100th anniversary of its founding. In his welcoming speech, the Head of Belhydromet warmly congratulated Kyrgyzhydromet and wished its Director and staff the successful implementation of all planned objectives.

The Session was opened by Sergei Shparlo, Head of the Department for Cooperation in the Field of Emergency Situations of the Department for Cooperation in the Field of Security of the CIS Executive Committee.

"In the territories of the CIS member states, the interstate hydrometeorological network is functioning successfully, and the common space for the exchange of hydrometeorological information has been preserved. Effective coordination of integration into the Information System of the World Meteorological Organization, the WMO Integrated Global Observing System, and other international projects of global and regional scale is being carried out," noted the representative of the Commonwealth Executive Committee. The agenda of the Session covered a wide range of issues concerning the work of the CIS countries within the framework of the working groups of the CIS ICG, the progress of implementation of the Strategy for the Development of Hydrometeorological Activities of the CIS Member States and the Plan for its Implementation.

During the 37th Session, the Head of Belhydromet reported on the activities of the national hydrometeorological service of the Republic of Belarus and its interaction within the framework of the CIS and WMO.

"We do not rest on our achievements: work continues on the development of the observation network, the introduction of modern technologies, and the construction of new weather stations. Belhydromet remains an active participant in the regional meteorological agenda and effectively cooperates with the hydrometeorological services of the CIS countries within the framework of the CIS ICG and its working groups, as well as with the WMO. Our service is ready to share its accumulated experience and actively participate in joint projects aimed at enhancing the hydrometeorological security of our countries," noted the Head of Belhydromet in his speech.

The Head of the International Cooperation Department, Vladimir Kasyanenko, presented a report on the topic: "On Approaches to Assessing the Quality of Surface Water Bodies of the Member States of the CIS ICG."

Based on the results of the meeting, recommendations were put forward and decisions were adopted aimed at developing national hydrometeorological services and strengthening cooperation between the CIS countries. In addition, a decision was adopted to hold the 38th Session of the CIS ICG next year on the territory of the Republic of Belarus.

Tomorrow, within the framework of the International Jubilee Conference dedicated to the 100th anniversary of the founding of Kyrgyzhydromet, the signing of a Memorandum of Intent on Cooperation in the Field of Hydrometeorology and Environmental Monitoring between Belhydromet and Kyrgyzhydromet is planned. An agreement has also been reached to hold a working meeting with the President of the World Meteorological Organization, Dr. Abdulla Al Mandous, to discuss topical issues of developing international cooperation in the field of hydrometeorology.
